The Promise of U.S.-Russian Collaboration

At the end of March 2022, Council ceased operations and officially closed due to a lack of funding and little opportunity to positively engage in meaningful bilateral dialogue. We will assess the possibility to renew activities in the future if there is support for our activities and they can again be productive.

Council for US-Russia Relations condemns the military aggression by the Russian Federation against the Ukrainian sovereign nation and people.  We call for the earliest cessation of hostilities and withdrawal of Russian Federation forces from Ukraine.

Council for US-Russia Relations worked with our members and government partners in support of inter-regional ties and the broader bilateral relationship.

Despite the significant and legitimate disagreements complicating US-Russian relations, there were many areas of clear US-Russian mutual interest that could help improve relations. A sustained and broad-based dialogue on constructive common-interest cooperation between the United States and Russia may have helped to strengthen commitment to, and vest both sides in, a more stable and constructive bilateral relationship. While our governments may not always agree, pursuing cooperation in areas of clear interest alignment benefits both our two countries may serve greater stability in the global arena.

The Council’s main programmatic activity was the Russian American Pacific Partnership (RAPP) bilateral forum. RAPP engaged regional and federal governments with the private sector to improve trans-Pacific opportunity and helped maintain constructive relations. From 1995 to 2021, the RAPP forum organized major annual meetings affording dialogue across a wide mutual-interest agenda. Each RAPP meeting produced a Summary Report that includes detailed recommendations formulated by the collective attendees advancing cooperative initiatives, expanding commerce, and strengthening relations.

Our 26 years of experience serves as a valuable model for advancing sub-national bilateral consensus and strengthening U.S.-Russia relations.
